VA RFI: FY25 Debt Management Center IT Division Support Contract

The Contractor shall provide support to the Debt Management Center (DMC) Information Technology Division (ITD) for the IT infrastructure, operations, software development, and various initiatives in support of the DMC to accomplish its debt collection functions on behalf of the VA.

The Contractor shall provide support to the DMC system environment outlined in section 3.1 below. This includes on-going modernization projects, new software projects to support emerging business requirements, maintenance releases, and emergency software releases for supported DMC systems.  The Contractor shall perform resource planning in support of new software projects, maintenance releases, emergency software releases, and operations and maintenance support.  The Contractor will make proactive recommendations to increase capabilities and resilience of these systems. The Contractor shall manage their staffing/resource levels and coordinate with DMC Product Owners and ITD leadership and designated IT personnel, as needed, to understand schedule timelines.

  3. Technical Writing
  4. Software Development and Deployment
  5. Production Support
  6. Infrastructure Support
  7. Cloud Solution Design and Migration
  8. Database Development
  9. Project Support

The period of performance shall be 12 months from date of award, with four 12-month option periods and one Optional Task.  The overall period of performance shall not exceed 60 months.
