The purpose of this acquisition is to procure a full range of integrated program management (IPM) services to support the mission of FMBT to include the Office of Management, Office of Information and Technology, Financials Services Center (FSC), Office of Acquisition and Logistics (OALC) and other VA stakeholder organizations and Programs potentially impacting FMBT or impacted by the transition to iFAMS. The Government requires the full range of IPM services to ensure synchronization and coordination of all activities, offices, and stakeholders involved in developing and delivering iFAMS and other VA Programs; supporting high employee productivity; developing and maintaining artifacts and deliverables; and designing, deploying, and maintaining the underlying program and project management infrastructure for the aforementioned tasks.
The Contractor shall assist the Government in transitioning to and adopting a scaled agile framework as well as any other methodology required by Government for the implementation of iFAMS. The Contractor shall work collaboratively with agile coaches that include government and other contract groups. All tasks and deliverables shall be completed using business agile approaches to include, but not limited to, iterative work product delivery, transparent communications, collaboration with multiple vendors/teams, customer engagement, and value driven work. The FMBT program Contractor will assist the Government to employ effective communications, conduct stakeholder analysis, assess workforce readiness, create workforce development training, perform risk management, as well as assist the Government with updating VA policies, internal controls, workforce processes and documents. The Contractor shall also assist the Government with the establishment and maintenance of post-go-live service as the FSC and stakeholder organizations and Programs impacting FMBT or impacted by the transition to iFAMS.
The Government has awarded separate Systems Integration (SI) and Integration Development and Conversion (ID&C) contracts, to support the FMBT program through an incremental deployment approach to migrate VA’s current financial management and acquisition environment to the new Integrated Financial and Acquisition Management System (iFAMS) using Momentum. Each deployment, referred to as a “wave,” will deliver capabilities to a subset of the VA organization.
The scope of each wave will define the VA organization, funds, Momentum functionality, business intelligence, data, legacy systems, and reports. The SI contract will provide wave-level Project Management Support in collaboration with the IPM and ID&C services. Also in collaboration with the IPM, the SI contract will also provide Implementation Support for all “waves”, Operations and Maintenance (O&M) Support and Transition Support for the deployment of the remaining waves and continued O&M of previously implemented waves. The ID&C contract is responsible for the data conversion and testing (“Mock Conversions”) and interface development.
The Contractor shall coordinate with the SI and ID&C contractors under the direction of the Government to incorporate wave-specific tasks and deliverables into the program level tasks and IPM deliverables. The IPM contractor shall support the Government to ensure that all program level decisions and guidance are communicated to the VA “wave” implementation teams and to the SI and ID&C contractors…
