USDA RFQ: Rancher Outreach Plan for Southwest Climate Hub

The USDA Southwest Climate Hub (SWCH) seeks to develop and deploy an outreach plan that promotes its suite of farmer support tools. The goal of this outreach is both to drive traffic, as well as test and learn about the approaches that resonate best, and the most likely users of these platforms. At this critical moment of increasing resource stress for farmers, these tools provide much needed intelligence.

The USDA Agricultural Research Service is seeking support to gather producer insights via a digitally-focused communications program aimed at promoting SWCH tools to better understand the approaches that resonate, amongst which farmers, in order to make a FY25 data driven recommendation. SWCH decision tools to be promoted include (in ranked order):

  • The AgRisk Viewer – National
  • Water Adaptation Techniques Atlas – Southwest o Tools for the Beef Industry – National
  • Climate Quick Reference Guides
  • Dust Mitigation Handbook – Southwest and Southern Plains

The tasks in this scope of work are divided into two phases: Phase 1 includes the planning and building of an outreach campaign that feeds back producer engagement insights. Phase 2 is program implementation and performance and audience assessment to inform future efforts.

Phase 1 Data Integrated Campaign Buildout

  • Audience build and feedback loop implementation
  • Channel and tactic recommendation
  • KPIs

Phase 2 Program Implementation and Performance Assessment

  • Asset placement and management during duration of campaign
  • Campaign optimization
  • Analysis and 2025 planning workshop

Deliverables Phase

  • Recommended tactical plan, including feedback loop methodology, geotargeted audience usage and KPIs Phase
