The Army announced today, after conducting extensive market research, that it will merge the Responsive Strategic Sourcing for Services (RS3) and Information Technology Enterprise Solutions 3-Services (ITES-3S) contracts into a single follow-on contract vehicle.
The new consolidated contract will be named the Marketplace for the Acquisition of Professional Services (MAPS), previously intended to be called the Army Contracting Command’s Enterprise for Sourcing Services (ACCESS). MAPS is set to become the Army’s primary contract for both IT and professional services. The Army Contracting Command’s vision for this acquisition is to create a more integrated and comprehensive marketplace for purchasing staff augmentation and other services.
An industry day is scheduled for the end of September to provide more details and encourage engagement – “We are currently in the planning stages, so more information will be forthcoming…”
RS3 was awarded in multiple phases between 2017 and 2019, with 260 companies currently participating in this $37.4B vehicle. The Information Technology Enterprise Solution-3 Services contract was awarded in 2018 and includes 135 companies, with a $12B ceiling. RS3 is set to expire in May 2027, while ITES-3S will expire in September of the same year.
