Washington Headquarters Services, Acquisition Directorate, on behalf of the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) Human Capital Management Office (HCMO), intends to award a short-term, sole source bridge contract to the incumbent contractor, Veterans Enterprise Technology Solutions, Inc. [CAGE Code: 39BL2; 134 Commerce Drive, Suite 100 Clarksville, Virginia 23927-2554, United States]. The Contractor is currently performing services under General Services Administration Contract GS-02F-0183X, Task Order HQ003418F0066, with services concluding on July 31, 2023. The anticipated period of performance for the bridge contract is for five months, from August 1, 2023 to December 31, 2023.
The anticipated award will be made under the authority of Federal Acquisition Regulation 6.302-1(a)(2) (iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
The contract is intended to meet HCMO’s requirement to provide analysis, planning, and IT support required for the advancement of human capital management activities under the purview of OUSD(I&S), to include administrative and substantive support to these activities. The Contractor is required to provide administrative, analysis, planning, and IT support services for OUSD(I&S) HCMO requirements. The follow-on requirement is currently in the market research and acquisition planning phase with an anticipated award date of January 1, 2024.
