Description

The purpose of this action is to provide program management and administrative support to strengthen the NCR’s financial management operations and decision support to include the development and integration of various business and organizational processes, information, and systems in all phases of the Planning, Programming, Budget and Execution (PPBE) process. Identify gaps in the current information flow across all stakeholders and develop a financial management framework that includes structure, oversight, processes, establish guidance documents, and training in support of the MHS.

The contractor shall provide direct support to the NCR for financial program management and the processing of administrative functions to ensure proper alignment of NCR with the strategic imperatives of the DHA Director, Health Affairs, and the Office of the Secretary of Defense. Financial status reporting, performance and productivity reviews, decision support and analysis. Monitor and report financial resources expended in implementation and funded programs. Provides technical assistance in preparing internal budgets by evaluating proposed operating and financial plans in terms of priorities and financial resources.

This is a notice of intent to sole source a procurement under FAR subpart 13.501(a), only one source is capable of providing the services because of the services.  This requirement is to provide Financial Management Operations services. The applicable NAICS Code is 541611 Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services.

DHA intends to award this requirement to South River Federal Solutions, LLC under the authority Federal Acquisition Regulation 19.1406.

This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
