RFI: GSA OCFO to stand up Multiple-award Report Writing and Support BPA

GSA is looking to stand up a multiple-award BPA to help drive data accuracy, quality assurance, and the integration of various tools and platforms to meet the agency’s comprehensive reporting needs.  

Those firms who can lay claim to having experience maintaining a data warehouse and creating reports and dashboards using tools such as Business Intelligence, Salesforce, MySQL, Tableau, Excel or Google Tools and/or working with business users to gather reporting requirements and providing technical support to include user acceptance test and validation for new and existing Google Sheet, MicroStrategy, Tableau, Microsoft SQL Server, MySQL, Oracle, BI, SQL, ETL, Pentaho, Python, .NET Core, Kahua, D2D, Google Forms, Google App Script, and Excel-based tools, reports, and dashboards will want to take note.

Background on this opportunity  

This Request for Information (RFI) aims to gauge potential participants for the forthcoming Multiple Award, Agency-Wide Report Writer’s Blanket Purchase Agreement. The primary objectives include: 

  1. Reporting Requirements Analysis: The agency seeks professional consulting support for various tasks such as analyzing internal and external reporting requirements, working within the agency’s IT infrastructure for report maintenance, collaborating with GSA Business Lines and CIO management for information system requirements, and participating in meetings for system enhancements and migrations. There’s an emphasis on integration with tools and platforms like PBS Kahua, D2D dashboards, Google Cloud, and Google Workspace Tools. The scope also includes data integration assurance, dashboard development, documentation, and executive-level briefings, including the OPD Monthly report.
  1. Reporting Support Services: This task encompasses the creation and maintenance of D2D and Google dashboards. The agency requires assistance in troubleshooting issues, advice on incorporating new reporting capabilities, and help in defining and identifying data elements for business performance measures. The services extend to High-Performance Green Building (HPGB) Data Assistance, offering support for tools like Salesforce, SQL server, and Google BigQuery. Furthermore, there’s a need for Kahua and BI Analytics reporting support, ad hoc technical support, and the creation of customized reports adhering to GSA standards, involving tools like Tableau, MySQL, Oracle, and Python.
  1. Financial and Economic Analysis: Professional consulting is needed for economic modeling, cost estimating, performance measures analyses, and financial analysis. The goal is to ensure that PBS funds are optimally allocated. This includes financial, economic, and life cycle cost analysis, developing new metrics, monitoring program effectiveness, and conducting compliance checks for statutory and executive order requirements, such as the Energy Policy Act and Energy Independence and Security Act.
  1. Information Quality Assurance: The agency seeks consulting and services to ensure the quality and accuracy of information in GSA and PBS enterprise systems. The task involves continual monitoring of data for compliance with GSA’s reporting needs, quality control, data reconciliation, and report development expertise. Support and consultation for the Project Data System are also part of the requirement, which includes troubleshooting, IT system training, and business process revisions.

Overall, the RFI emphasizes the importance of data accuracy, quality assurance, and the integration of various tools and platforms to meet the agency’s comprehensive reporting needs.
