Small Business players focused on supporting the Department of the Interior are on the hunt for a Maximo subject matter expert to support an upcoming RFP out of the Bureau of Reclamation. As part of a market research effort, DOI stated that the Bureau is considering a small business set-aside action. “The Bureau of Reclamation (Reclamation) falls under the governance of the Department of the Interior (DOI). DOI mandates that each bureau utilizes the IBM® Maximo® Enterprise Asset Management software system (Maximo) for work management and asset management at all reserved works power generating facilities. 

Reclamation’s Capital Asset and Resource Management Application (CARMA) is the deployment of our version of IBM Maximo 7.6.1.3 on an Oracle database along with interfaces to our financial system (FBMS) and our time reporting system (Quicktime). CARMA also includes add-on software packages of Total Resource Management’s RulesManager, Prometheus Group’s DataSplice for mobility, and CiM Maintenance’s Visual Planning and Scheduling tools. 

Reclamation’s initial installs of Maximo were individual facility level installs at Maximo 4.0. In 2007/2008, single platform Maximo (CARMA) was established by moving 18 Maximo 4.0 databases into a single Maximo Organization and 18 Maximo sites onto a single database of Maximo 6.2. Upgrades of this single database have been performed up to the current Maximo 7.6.1.3 version along with an additional eight Maximo sites being established within the database. Reclamation users are currently at reserved works and power generation sites. The work management processes are functioning, however, the configuration of our multi-site implementation has proved challenging to roll data up to gain asset management information. 

Reclamation currently allows for autonomy in its facilities on the structure and usage of CARMA. Reclamation has CARMA implemented at 25 active Maximo sites with multiple variations in applications and processes used within the common applications. In some instances, a CARMA Maximo site represents a single facility, whereas in other instances it is a combination of multiple facilities. The current active user count of the CARMA system is approximately 1,100 users. This number is reviewed and updated quarterly. CARMA is currently supported by one program manager, one project manager, and two developers, all residing in Reclamation’s headquarters in Denver, Colorado. CARMA Maximo site level and field facility level support varies greatly. 

This new implementation project will be Enterprise-wide for Reclamation. In addition to standardizing current processes across all current sites, users, etc., the project will be introducing CARMA to many new groups within Reclamation who have never used the IBM Maximo system. Reclamation must extend the capabilities of the CARMA system past the mandated power generating facilities into all facilities in Reclamation, including tracking of transferred works for power generating facilities and all non-power reserved and transferred works facilities. These new users (200–1000 in number) will not use CARMA exactly like the current users. The new users will represent different types of maintenance including many inspections with resulting recommendations, facilities maintenance of office buildings rather than power plants, and maintenance for recreation facilities including, but not limited to, roads, bridges, parking lots, boat launch sites, etc. During the foundational phase of this project, it will be key to be forward-thinking about these new users coming into the system and the communication, demonstration, and training that needs to occur for all visual changes to the users’ current system.”
