Partner Request: VETS 2 Prime seeks Benefits and Memorial Services (BAM) portfolio expertise

A very fast growing SDVOSB and VA VETS II Prime seeks a partner, large or small, who brings direct past performance, relationships and familiarity with the Department of Veterans Affairs Benefits and Memorial Services portfolio. This is to support an active RFP on GSA eBuy right now.  

This contract is to provide IT program management office (PMO) and technical support for the BAM Portfolio. The Contractor shall perform and execute the tasks at various levels to support Portfolio, Product Line, Program, and Projects. Major work areas shall include project management, requirements management, implementation management, release management, schedule support, strategic analysis, Federal budget planning and investment support, engineering and technical support, communications, and administrative support.  

Background 

The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Software Product Management (SPM) Office, Benefits and Memorial Services (BAM) Portfolio mission strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans’ health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. 

The Software Product Management (SPM) Office, Benefits and Memorial Services (BAM) Portfolio mission is to deliver world-class, innovative systems that ensure reliable, secure, and seamless delivery of benefits and services directly to Veterans and their families. The BAM Portfolio serves the Veterans Benefits Administration, the Board of Veterans Appeals, and the National Cemetery Administration to develop and manage advanced technology solutions. 

The BAM portfolio is organized to enable Product Line Management. Product Lines are organized to manage products, systems, and projects that share a business strategy, objectives, and customers within a common structure to gain efficiencies in infrastructure, automation, and deployment. Product Lines may be added or removed from the BAM Portfolio throughout the life of this Task Order. The following are the Product Lines that currently exist in the BAM Portfolio. 

  1. Appeals
  2. Benefits Integration and Administration (BIA)
  3. Compensation and Pension (C&P)
  4. Education and Veteran Readiness Employment (EVRE)
  5. Insurance (INS)
  6. Loan Guaranty (LGY)
  7. Memorial Benefits Management (MBS)
