The OPM OCIO IT Operating Systems (ITOS) and Cybersecurity Divisions are modernizing and leveraging cloud technologies to improve the delivery of OPM services while also enhancing its infrastructure capabilities. As part of OPM’s modernization effort, the OCIO is considering a combined cyber and network vendor-supported services contract. A focus for this 5-year OPM Enterprise Cyber, Infrastructure, and Operations Support contract will be to engage with a vendor for all IT services throughout the entirety of the Systems Development Lifecycle (SDLC) in a (Scaled, Agile Framework (SAFe) project management environment.
To build a cohesive support organization, the OCIO, which is led by CIO, Guy Cavallo, is looking for one vision to combine the support and engineering mindset in order to advance OPM’s futuristic objectives. Under this requirement, the contractor shall perform the support and engineering tasks of OPM’s legacy systems while migrating OPM services to a Cloud-based, Zero Trust modernization effort while maintaining minimal service downtime throughout the OPM Enterprise. Market research, including a draft PWS, was posted to multiple channels last week, including SAM, GSA eBuy, and the OPM CISO on social media. A wide range of traditional services will need to be supported under this contract, such as Workflow Management, Managed Services, Enterprise Cybersecurity Services, Network Operations, Infrastructure, and Architecture Support, but requests, such as how OPM can better incorporate AI machine learning and robots into the contract, indicate a desire for innovation.
Led by Cavallo, the OPM Office of the CIO (OCIO) has created a culture that encourages outreach and engagement with industry and has, intentionally or not, resulted in it awarding several recent contracts to some of the more forward-looking, small, and nimble companies, to include some of the top Digital Services providers in the Federal sector today. Will that trend continue here? Only time will tell, but what we do know is that the agency’s clear willingness to listen to new ideas and approaches will ensure a strong set of responses for any market research the agency releases.
