DESCRIPTION OF REQUIREMENTS FOR THE SERVICES REQURED

PEO MLB requires Organizational Change Management Consulting Services as described in Attachment 1, Statement of Objectives (SOO), for up to five (5) years. PEO MLB users of this BPA include the Front Office and each of the seven Defense Business Systems Portfolios that it manages for the DON. Each call will have a ceiling of $7.5M in accordance with FAR 13.500(a) Simplified Procedures for Certain Commercial Products and Commercial Services. The initial award of this BPA will include a catalogue of Firm Fixed Price (FFP) Labor Hour (LH) rates per Labor Category (LCAT). PEO MLB seeks consulting and support services of Organizational Change Management professionals. As the Department of the Navy’s Program Executive Office for Manpower, Logistics, and Business Solutions, we are modernizing our internal business processes and culture as well as developing OCM plans to support the information technology (IT) services we provide the Navy. We need experienced, certified change managers familiar with information technology and information system development, processes, training, and policies to support the implementation of acute and transformational changes within the Navy and PEO MLB.

SCOPE

PEO MLB implements a broad range of IT solutions across the Department of the Navy. These enterprise solutions are generally extremely large efforts ranging from hundreds to hundreds of thousands of users. Support is required for both PEO MLB with its technical implementations as well as PEO MLB’s sponsors/customers who oversee and implement the business transformation, organizational change, and cultural change management efforts. This blanket purchase agreement (BPA) provides the Government with certified organizational change management (OCM) support with assessing the environment and stakeholders, planning for change, stakeholder engagement, assisting stakeholder communities transitioning to new business processes, sustaining the transformation, preparing graphics and communications products, assessing change success, and managing change efforts as projects.
