The Naval Surface Warfare Center Dahlgren Division (NSWCDD), intends to issue a solicitation for a sole source Cost-Plus-Fixed-Fee (CPFF)/Firm-Fixed-Price (FFP) Sole Source contract to Decathlon Development Corporation (DDC) for software maintenance and support services necessary for the continued operation of Integrated Budget Planning and Execution System (IBPES) in a Navy Marine Corps Intranet (NMCI) environment.

The proposed procurement is for software maintenance and support services necessary for the continued operation of Integrated Budget Planning and Execution System (IBPES) in a Navy Marine Corps Intranet (NMCI) environment.  This will include software updates required to maintain an approved information Assurance Certification and Accreditation configuration necessary for IBPES to reside on Amazon Cloud servers.

IBPES is an information management tool used across all NSWCDD and within the Naval Support Facility Indian Head (IHD). Technical and Command Departments to plan, execute, track and report financial status and program health. This tool primarily focuses on Funding Document Acceptance (FDA), Procurement, Task Planning Sheet (TPS) Management, sponsor reporting and Technical Effort Tracking. This tool promotes commonality of business operations across multiple NSWCDD and NSWCIHD programs and technical departments as well as sponsor organizations. The IBPES tool allows for trend analysis and metrics for the command, which reduces the need for internal data calls.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

Data rights limits overall competition for this requirement as DDC owns the proprietary rights to the Application Server (AS) which is a middle tier application that allows the IBPES Windows platform to perform like a browser application which is vital to the overall functionality and usability of the entire IBPES tool. DDC is the sole provider of the required services and AS support to allow IBPES to work in an NMCI environment and therefore, the only company that can meet NSWCDD’s and NSWCIHD’s requirement. Selection of another source would result in a substantial duplication of effort including, writing approximately 243 scripts if the competitor could get their application server to work with the NMCI network environment.

This requirement will be solicited in accordance with the authority of 10 U.S.C 2304 (c) (1) and FAR Part 6.302-1(a)(2)(iii), “Only One Responsible Source”.

DDC has developed and supported the IBPES tool since 1987.  IBPES is the primary task management information tool for Dahlgren utilized by all of our Technical Departments. IBPES is also the main funding document and procurement tool for Indian Head. The Government has already invested time spent developing and implementing IBPES over the last 40 years.

The contract will include a one-year base period and four one-year option periods. The period of performance is anticipated to be for a total length of sixty (60) months. Responsible sources may identify their interest and capability which shall be considered by the agency.

Capability statements shall address:

  • Technical capability to perform the tasking;
  • Length of time it would take to develop, test, create, and then successfully run the scripts required to interface IBPES within NMCI networks;
  • Length of time the system interface would be down, and documentation demonstrating the Contractor’s proposed system can meet the requirements to be DADMS approved.
  • Documentation demonstrating the Contractor’s proposed system can meet the requirements to be DADMS approved.

This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a Sources Sought and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services.
