Under the Inflation Reduction Act (IRA) of 2022, the Internal Revenue Service (IRS) is dedicated to enhancing the taxpayer experience through the modernization of core tax administration systems, IRS Information Technology (IT) infrastructure, operations, and cybersecurity. The goal is to ensure taxpayers can securely and easily access their sensitive financial information, find, and understand complex tax information from any device, and resolve issues quickly and proactively using a variety of self-service and assisted services.
The IRS IT Modernization Plan aims to transform the taxpayer experience to meet these expectations. However, the current legacy computing infrastructure is unable to keep pace with the demand for instantaneous data, real-time interactions, and other customer-centric services. Additionally, the cost of operating the existing technology ecosystem continues to rise. Successfully modernizing and maintaining our IT foundation is crucial for the IRS to deliver its mission in a cost-effective manner.
Purpose and Objectives Applications. Development (AD) and its IT delivery partners, including Enterprise Services (ES) and Enterprise Operations (EOps), are responsible for modernizing business taxpayer accounting systems and implementing a modernized data distribution platform. The IRS is focused on developing and maintaining modernized tax processing systems to enhance business capabilities, stability, performance, operations, and security.
In support of this effort, AD and its IT delivery partners will design, develop, deploy, and maintain enterprise-level Business Master File (BMF) modernized systems. The BMF modernization program is a key initiative within the IRS IT Modernization Plan, aimed at establishing a modern, secure, and scalable technology foundation.
Scope Overview. The Business Master File (BMF) Modernization Managed Service PWS outlines the need for contractor support services to design and implement a modernized BMF platform and database within a FedRAMP High Cloud infrastructure, based on IRS priorities. The contractor will assist the Government in providing reliable and secure IT services and integrated business support that meets or exceeds customer requirements and expectations.
Program Objectives. The objectives of the BMF Modernization Managed Services PWS include modernizing BMF business tax processing, enhancing data quality, and aligning the modernization efforts from third parties and government institutions. These primary objectives are to be considered for all work supported by the BMF Mod Managed Services PWS.
- Design and setup a Cloud infrastructure can be scaled up or down based on the Business Masterfile processing and Data Storage needs.
- Cloud infrastructure should provide the flexibility to choose the services and tools that meet the application processing and data storage requirements.
- High levels of reliability and uptime, which can help IRS to ensure that their services are always available to provide better service to the taxpayers.
- Cloud infrastructure should have robust security features and compliance certifications, to protect the data and meet both Cyber and FISMA requirements.
- Develop and deploy a relational and Analytical Database for BMF Modernization initiatives in FedRAMP high Cloud infrastructure as a managed database-as-a-service (DBaaS) for BMF transactions and Reporting purposes in a format mutually agreed by Contractor and the IRS.
The period of performance of this award order shall be a base period of twelve (12) months from date of award, plus one (1) 12-month option period. Anticipated Award Date: 09/30/2024.
