This is a contract to perform concept development and requirements solicitation for providing a more Criminal Justice Information Services (CJIS) unified user experience to the Federal Bureau of Investigation (FBI) CJIS Division.

Currently, CJIS services are accessed via multiple user-to-system and system-to-system interfaces, which require CJIS users to possess an advanced understanding of the multiple applications, interfaces, and data sharing ecosystem to obtain value.  The different interfaces create usability and complexity issues for CJIS partners.

The CJIS Division is launching a Unified CJIS User Experience strategic initiative to enhance usability and increase efficiencies for CJIS partners.  To support this initiative, the CJIS Division conducting an RFI seeking available sources to explore, visualize, and demonstrate concepts to the user community.  The FBI will engage its user community in a set of concept exploration working sessions to demonstrate possibilities, gather feedback, and create a new specification to be incorporated into future product roadmaps.   In support of this effort, the FBI is seeking a vendor to develop a prototype to explore, visualize, and demonstrate concepts and then deliver final documentation to memorialize these concepts for later implementation.

Scope. This is a contract to perform concept development and requirements solicitation for providing a more Criminal Justice Information Services (CJIS) unified user experience to the Federal Bureau of Investigation (FBI) CJIS Division.  The FBI, CJIS Division, Information Technology Management Section (ITMS) launched an initiative in fiscal year 2024 to create a more unified user experience for external partners as they interact with CJIS information services.  To support this initiative, CJIS has a new requirement to develop concepts and user requirements defining the new user experience.

The Contractor shall create, host, and manage the prototype.

The prototype is intended for concept exploration and requirements solicitation only.

The Contractor shall create fabricated data to be used for the prototype.

The prototype will not require access to CJIS systems operational data.

The Government shall provide the Contractor with a document describing the functionality required to establish the Minimally Viable Product (MVP) for the prototype.  Within 30 days post contract award, the Contractor shall have an accessible prototype for demonstration.

The Contractor shall use the MVP documentation provided by the Government to generate a first revision of the prototype.  Once established, the prototype will be used by the Government and the Contractor during requirements solicitation meetings that the Government will coordinate with a group of selected users.    Any feedback received from the requirements solicitation meetings will be used by the Contractor to write additional requirements, update prototype functionality, and demonstrate for concept verification.    At the end of the contract, the Contractor will destroy the prototype and provide documentation describing the new user experience.  Documentation will include screen shots, description of approach, and any other information necessary in capturing the user experience as captured in the concept development and requirements solicitation process …
