The Department of Justice (DOJ), Justice Management Division (JMD), is requesting information to determine sources with CORE competencies and demonstrated experience in developing and sustaining a Budget Formulation and Execution Software System.

BFEM is a Department of Treasury solution and Federal departments and agencies use the BFEM application to formulate their budgets, from the initial request of agency components in the internal budget process, through the submission of the Congressional Budget Justification.

BFEM is an automated framework for agencies to formulate budgets, track budget performance measures, and link previous performance measures and impacts to the current budgeting process.

BFEM collects and aggregates financial and human resource allocations/requests and justifications to support formulating the Department’s budget.  It also creates budget sets that maintain distinct phases of the budget process with full audit trails and track changes in the budget.

The system generates analytical reports and budget documents such as the OMB Submission, Congressional Justifications, Budget Summary, and MAX A-11 data.

The system provides consolidated management information, and the capability to meet all mandatory requirements of the Federal Acquisition Regulation (FAR) and the Justice Acquisition Regulations (JAR).

  • Ability to interface with external customer data warehouse solutions based on administrator defined data extract capabilities on a scheduled and/or ad hoc basis.
