PURPOSE AND SCOPE
The purpose of this contract is to support the development and evaluation of technologies, processes, and tools to prevent or reduce pollution of the air, land, and water, and to restore ecosystems. This performance work statement (PWS) outlines work supporting a broad range of research activities. Requirements will be specified through task orders issued by the Contracting Officer (CO), administratively managed by the Contract Level-Contracting Officer Representative (CL-COR), and technically managed by Task Order CORs (TOCORs).
This contract will be managed by the Contracts Management Branch in the Office of Research Management, Extramural Management Division and is intended for the primary use of ORD organizations. Contract support is also available for other EPA organizations such as Regional and Program Offices which conduct research projects that could be supported under the scope of this PWS. ORD retains the ability to limit or deny use of the contract by other organizations, based on the scope, capacity, or other concerns related to contract performance.
The Contractor shall furnish all supplies, personnel, facilities, and equipment necessary to conduct the activities outlined within this PWS, to carry out the specific tasks identified in task orders, and to perform management functions, including meetings with EPA representatives to review issues, problems, and performance. Work may involve one or more research areas and/or activities described in this PWS, including developing and/or evaluating technical concepts, methods/procedures, process options, and prototype systems in a research framework that permits and encourages changes in direction and mid-course corrections as needed and warranted. This could require a broad range of process development efforts, such as proof-of-concept, laboratory-scale, and bench-scale experiments; treatability studies and pilot- scale investigations; and/or field-scale evaluations. Work undertaken at these different scales could result in a decision on a selected approach to solving a problem or managing a particular type of waste material. The Contractor may also be requested to develop and/or evaluate computer-oriented tools, approaches, and technologies, such as software, models, and decision-support tools.
This contract is NOT to be used for stand-alone conferences, workshops, etc. However, the Contractor may conduct conferences, workshops, etc. that are directly related to the research activities of a task order issued under this contract.
The contractor shall be permitted to purchase property (i.e., contractor acquired property) or receive government property (i.e., government furnished property) under the contract/task orders upon written approval by the CO. The Contractor shall manage all government property in accordance with applicable EPA and Federal Acquisition Regulations.
Examples of the current research areas of interest to ORD are provided in Appendix A of this PWS. Additionally, programs such as the Homeland Security Research Program (HSRP), Per- and Polyfluoroalkyl Substance (PFAS) Program, the Leaking Underground Storage Tanks (LUST) Program, the Oil Spills Program, the Brownfields Program, the Resource Conservation and Recovery Act (RCRA) Program, and the Toxic Substances Control Act (TSCA) Program may have specific requirements such as FITARA requirements, security clearances, or Quality Assurance (QA) requirements that will be detailed in individual task orders.
