EPA intends to award contract for Acquisition Systems, Local Area Network, Information Technology Service Management Business Framework and Relational Database Management Systems

The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, 68HERH20C0002, as described below.  The subject task order expires on 12/05/2023.  The services under this contract are critical and therefore, the EPA intends to negotiate on a sole source basis with TTW Solutions, Inc. located at 6550 Rock Spring Dr., Ste. 525, Bethesda, MD 20817.  A modification(s) will be done to the subject task order to extend services up to six (6) months During these six (6) months, TTW Solutions, Inc. will continue to provide on-site IT service for the agency in accordance with the current contract.  This contract provides the agency on-site IT services in support of the EPA’s Office of Acquisition Solutions LAN Information Technology Service Management (ITSM) Business Framework and Relational Database Management System (RDBMS) communications.

TTW Solutions, Inc. is best suited for continuing to provide services and support for the six (6)  month period as they have the necessary infrastructure, personnel, and supplies already in place, fully functioning, and doing so will guarantee continuity of services for the agency.  This is a short-term extension to the subject contract to ensure that the agency has continued support for on-site IT service.  TTW Solutions, Inc. has adequately supported EPA since being awarded the contract in 2019. Considering the short period of performance contemplated within this extension, the Government believes, that no other contractor could transition this workload from TTW Solutions, Inc. and efficiently continue performance without potential reduced services, increased costs, and unnecessary risks to the Government. This six (6) month extension is not an attempt by the Government to limit competition to the incumbent contractor but to ensure that there is an extension of on-site IT services in support of OAS for the agency.
