DOJ Bureau of Prisons RFI: Healthcare Accreditation Services

The Federal Bureau of Prisons (BOP) intends to make a single award, indefinite delivery, requirements type contract with firm fixed unit prices for Healthcare Accreditation Services at various BOP locations located throughout the contiguous United States, Hawaii, and Puerto Rico. However, the BOP reserves the right to make multiple awards if it is determined to be in the best interest of the Government. A contract for Healthcare Accreditation Services is required to enable the continued evaluation of BOP healthcare programs by a nationally recognized, external source that has accreditation standards applicable to the scope of medical services provided at BOP institutions.

REQUIREMENTS. The contractor shall provide a plan to describe how their accreditation standards will apply to the scope of services for each BOP institution to be surveyed. The plan shall itemize fees for an initial survey, accreditation renewal survey, special survey, and administrative costs. The administrative cost for continuous support includes but is not limited to:

  • Assistance completing initial application for accreditation
  • Ongoing standards interpretation
  • Assistance with survey preparation
  • Ongoing monitoring of BOP institution information
  • Training and technical assistance for BOP users of automated vendor systems
  • Assistance with report completion and interpretation

The contractor shall provide surveys as required. This process shall focus on organization-specific, critical patient care process and systems in a correctional setting for which the institution is accountable. The survey team shall be comprised of qualified medical, nursing, dental, behavioral health professionals applicable to the mission of the institution being surveyed.

During the site visit, the surveyor shall look for critical performance areas and provide practical consult support on any issues most relevant to the healthcare organization as well as risk reduction strategies. The contract terms will be for a one-year base period with four one-year option periods.
