1.0 SCOPE
The objective of this contract is to acquire contractor services to evaluate the cyber defense capabilities of the Bureau of Reclamation (Reclamation). Effort will include identifying Information Technology (IT) security issues and weaknesses within the organization, quantifying risk associated with the exploitation of these weaknesses, and making mitigation recommendations.
2.0 BACKGROUND
Reclamation is a Bureau in the U.S. Department of the Interior (Department) and is part of the Executive Branch of the U.S. Federal Government. The Information Resource Office (IRO) is a Directorate within Reclamation and is responsible for the oversight and management of all information management and technology (IMT) to include externally hosted, managed or shared information technology (IT) services and the delivery of managed or shared services for the use and benefit of Reclamation.
In response to recent high-profile attacks, an ever-evolving threat landscape, and new cybersecurity mandates, Reclamation’s Risk Management Services Division would like to test and verify controls designed to contain a breach, baseline existing monitoring, detection, and response capabilities, identify areas of weakness, and develop a roadmap that will enhance capabilities, improve efficiencies, and reduce overall risk. The Reclamation network consists of approximately 400 class C networks, 700 Windows and Linux servers, 7000 workstations, and 650 network devices in both on-premises and cloud environments.
