This is a Request for Information (RFI) regarding a requirement to provide acquisition support services consisting of all aspects of the Financial Assistance process from pre-federal award requirements to post-federal award requirements in accordance with 2 Code of Federal Regulations (CFR) 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; 2 CFR 1402 Financial Assistance Interior Regulation, Supplementing the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; and applicable regulations and policies.
AQD is seeking entities interested in providing highly qualified financial assistance acquisition support resources to perform acquisition support services, including pre-federal award activities, administration, post-federal award activities, policy development, analysis, and advisement to support the total lifecycle of financial assistance awards. The Contractor shall be proficient in Microsoft Office applications and extremely organized. Additional consideration may be given if experienced in Grants.gov, GrantSolutions, System for Award Management and the Federal Audit Clearinghouse (FAC). The Contractor shall provide up to six (6) full-time equivalents (FTE) with an option for two additional FTEs for financial assistance acquisition support and ensuring enough qualified resources are available for continued acquisition support within the following labor categories: Junior Grants Management Specialist, Mid-level Grants Management Specialist, and Senior Grants Management Specialist. The Contractor shall employ qualified candidates, ensure each employee completes the requirements to acquire Personal Identity Verification (PIV) cards, complete all training and processes required to achieve network access, identify internal procedures for troubleshooting Information Technology (IT) issues, and comply with all onboarding requirements and train its staff.
