The Contractor will assist and support ITAP and ENR with advice and logistical support and build capacity for the governments of select countries in support of the responsible and sustainable management of natural resources (energy and non-energy) where ITAP’s managed and implemented programs operate. The contractor will fill areas of need that are not best met with U.S. government personnel.

During the next five years, ITAP will have technical management and responsibility for the Contract, implemented in concert with and input from ENR (or other funding partners, as applicable). The Contractor will provide technical assistance and training related to: 1) policy, legal, and regulatory reform; 2) technical, operational, and economic analysis; 3) financial mechanisms and market creation; 4) economic management, transparency and fiscal policy; 5) and environmental impacts and social and community issues related to resource development. The Contractor will also provide project management, logistical support; and monitoring, evaluation, and learning services for these activities, and additional program support for other ITAP resource management projects if the need arises. The duties of the Contractor will provide professional services and experienced personnel with the required skills to ITAP as requested under each Call Order.

Core objectives of engagement on sustainable mineral extraction could include: workshops and seminars on leasing, revenue management and regulatory best practices for mining sectors; in- country support for regulatory bodies to provide independent mining sector oversight and management; implementing Environmental, social, and governance (ESG) standards for extractive and energy-associated activities; legal and technical guidance to support the implementation of reforms and policies that will create sustainability in the mining sector as well as a commercial environment conducive to attracting investment; specialized assistance in mineral project revenue sharing and distribution as well as in related financial and tax management; implementation of financial tracking systems and other measures to reduce corruption; technical training in mineral resource identification, resource assessment methodology, and best practices related to geological/geophysical data analysis and management; and capacity-building assistance to boost in-house technical and management skills within extractives-related ministries and other governmental entities. The Contractor may be asked to:

  • Provide advisory assistance and support to national governments on the policy, laws, fiscal terms, and regulations for oil, gas, renewables, energy storage, transmission and/or mining, including but not limited to the following subject matter areas:
  • Provide technical advice to government partners on the development of policy, laws and regulations governing hydrocarbons, renewables, energy storage and transmission and mining policies and laws;
  • Provide assistance with the development of policies to promote fair and open competition in awarding of licenses and transparency in contracting;
