DOE Sources Sought: Learning Management System software and Implementation

NREL is seeking a Learning Management System (LMS) software solution and implementation services to enhance our training capabilities, particularly in the areas of compliance and safety. The complex and rapidly changing regulatory environment and the critical nature of safety training necessitates a robust LMS which can not only deliver complex training content effectively but also adapt to the dynamic changes in compliance requirements. The LMS will be on a software as a service (SaaS) basis and will serve as the system of record for all learning offerings and learning completions, for both active and terminated NREL employees and contractors.

The implementation service provider shall provide:

  1. Project Initiation and Planning: the Subcontractor shall manage the implementation of the LMS as a project, including creation and management of a detailed project timeline with milestones, deadlines, and resource assignments. Subcontractor shall assign an Implementation Lead to manage the project, coordinating with NREL’s Technical Monitor on scheduling and working with NREL stakeholders. The Implementation Lead will keep continuous updates to the implementation project plan, provide weekly progress reports, and will attend regular virtual status meetings.
  2. Requirements: the Subcontractor shall gather and document all requirements, including facilitation of structured sessions or workshops with key NREL stakeholders to ensure that NREL’s organizational needs are captured in accordance with system needs.
  3. Environment Setup and Configuration: The Subcontractor shall establish and support environments for the new LMS, including a fully configured test environment that replicates the production environment to facilitate implementation and testing. The Subcontractor shall assist with configuration of system settings including security, notifications, branding, configuration of user roles and permissions, and setup of authentication and access controls.
  4. Integration: The Subcontractor shall support integrations with NREL’s systems, test and validate data flow between integrated systems, and troubleshoot and resolve integration issues. Subcontractor must have the ability to provide full data extracts via secure file transfer (SFTP) and the ability to consume NREL APIs, specifically user and organizational data, to potentially derive user role and/or course assignments.
  5. Data Migration: The Subcontractor shall map and migrate existing courses, upload and organize new course content, and configure course settings and assessments. Subcontractor shall map and migrate historical training data, including completion records for active and terminated employees, and map and migrate historical training course equivalency data. An NREL subject matter expert (SME) will be available to confirm and accept the data mapping.
  6. Training: The Subcontractor shall develop training materials and user guides for the LMS, specific to NREL’s configuration, for all roles, schedule and conduct training for the LMS Admin user group, and gather feedback on training effectiveness and adjust as needed. The NREL Technical Monitor will assist with scheduling.
