This is the second RFI for HQ USSOCOM Global Systems Support Engineers. Previous RFI was H9241524RFI01 and substantial changes to the requirement have been made.

The Contractor shall meet the following general requirements, as well as the specific support identified in in this PWS.

2.1 TRANSITION. The contractor shall execute their proposed transition plan with legacy capabilities and ensure fully qualified personnel are in place on day one of the start of the performance period. The contractor shall ensure no interruption of mission occurs during the transition period not to exceed 45 days. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods. The Contractor shall provide transition updates IAW Sections 5.2 and 5.3 of this PWS to ensure the government is fully informed of the transition status and any issues that may be identified during both phase-in and phase-out periods.

2.2 QUALIFIED PERSONNEL.  The contractor shall provide qualified personnel that meet the typical skills and qualifications as set forth in Table 4.1 of the PWS. The contractor shall ensure personnel are fully trained to meet mission requirements on day 1 of performance.

2.3 MANNING REQUIREMENTS FOR CONTRACT PERFORMANCE.  The Contractor shall support the performance of this effort at individual locations and throughout the globe based on needed demand of the user community. The Contractor will maintain continued support throughout the period of performance of the contract. The Contractor shall support this requirement with recruiting mechanisms that ensure personnel are fully trained to meet mission requirements. The Contractor shall provide stability for this requirement with a retention program that supports continuity and minimizes workforce turbulence.

2.3.1 SURGE . The Contractor shall coordinate surge support with the COR to ensure that performance requirements for individual units are met based on user needs. Two weeks prior to surge is requested, but user demands may come at short notice. In this instance, the Contractor shall provide information as soon as possible. Surge requirements greater than 20% will require KO written approval.

2.4 TECHNOLOGY AGNOSTIC. The Contractor, including any sub-contractors, shall provide non-biased, independent, and concurrent field service for multiple command and control, intelligence data analytic, mission planning, and tactical execution software platforms (i.e. ASIF, MCS/COP, TAK, Nyx). In doing 3  so, Support Engineers (SE) shall enable SOF users to leverage their full suite of evolving technologies and tools, maximizing operational intelligence, analytical capability, and common operational picture; all at the strategic, operational, and tactical levels. Software applications include advanced technology tools tailored for deployed forces on no-fail missions in a war zone.
