DOD Sources Sought: Defense Small Business Innovation Research Small Business Technology Transfer (STTR) Program Office Support Services

The Defense SBIR/STTR Program Office responsibilities include the development of policy, oversight of SBIR and STTR Program performance, stimulating technological innovation, strengthening the role of small business in meeting the DoD’s research and development needs, fostering and encouraging participation by small business in technological innovation, and increasing the commercial application of DoD-supported research and development.

Objectives:  The Contractor shall provide general support to the Defense SBIR/STTR Program Office as described in this PWS. The Contractor shall identify the methods, processes, and procedures essential for successful planning based on industry and government best practices and lessons learned. The Contractor shall identify key milestones and critical tasks to align to specific deadlines as well as recommend roles and responsibilities for the organization and identify contacts that need to be involved to ensure successful operations.

1.4. Scope:  The scope of services to be performed include the following task areas:

1. Program Management Support,
2. Administrative Support,
3. Business Financial Management Support,
4. Broad Agency Announcement (BAA) Facilitation,
5. Legislative Analysis and Support,
6. Data Analytics and Reporting Support,
7. Education and Outreach Support,
8. Technology Portfolio Management Support, and
9. Government Accountability Office (GAO) Task Support.

Estimated Value: Range of $20M to $25M Period of Performance: One (1) 12-month Base Period plus Four (4) 12-month Option Periods

Procurement History: This requirement has previously been fulfilled under Department of Interior (DOI) contract 140D0420C0036 (Contract Type: Time & Materials).
