DHS RFI: Countering Weapons of Mass Destruction (CWMD) Program Management, Financial Program Support Services

To successfully carry out the responsibilities described in this Statement of Work (SOW), the contractor shall provide a wide range of support services to CWMD in the areas of program management, financial program support services, and travel support services, and support to emerging tasks ensuring regulatory compliance.

The Contractor shall provide CWMD support, including recommendations for Government decision making, as described below, by using technical, financial, and analytical skills, and expertise in accounting knowledge to support efforts to provide quality information, and to enable the Government to demonstrate fiscal responsibility, accountability, and regulatory compliance, and promote the efficient use and good stewardship of Department resources, in compliance with federal laws, federal regulations, DHS policies, and DHS reporting requirements.  More specific to fulfilling the required services of this order, the contractor shall:

• The contractor shall apply an understanding of DHS CFO-designated systems including but is not limited to: DHS Financial System Architecture to include the DHS Treasury Information Executive Repository (DHS TIER), CFO Horizon, Financial Systems Modernization Solution, Federal Financial Management System (FFMS), Oracle Federal Financials and Contract Lifecycle Management (CLM), PRISMTM, Highbond by Galvanize, FDM, and related systems, during performance of the requirements, as applicable.
• The contractor shall apply an understanding of Treasury Financial Innovation and Transformation (FIT), and Unified Shared Services Management (USSM), during performance of the requirements, as applicable. The contractor shall support DHS Planning Programming Budgeting and Execution (PPBE) OneNumber system.
• The contractor shall assess multiple DHS systems financial data for consistency and accuracy in reporting across the Department and the financial statements. This includes, but not limited to IT Dashboard, USA Spending, Sunflower Asset Management System (SAMS), Consolidated Asset Portfolio and Sustainability Information System (CAPSIS), ServiceNow, and related systems referenced above.

The primary goal of this effort will provide services in the area of program and financial management support that will enable the Counter Weapons of Mass Destruction (CWMD) to accomplish mission objectives. The Contractor shall provide professional, technical business, administrative, clerical, accounting, budgeting, and training support type personnel.
