The Contracts Management Office (CMO) negotiates, executes, and administers contracts, grants and cooperative agreements and modifications thereto for materials and services necessary for the conduct of the DARPA programs and projects approved by the Director of DARPA. The CMO, operating under the broad, general direction of the Director of DARPA, is responsible for all acquisition matters including formulation and implementation of contract policies and procedures, negotiation and award functions, and other ancillary functions arising from the contract process. In addition, the CMO is the lead DoD office for use of Other Transactions under 10 U.S.C 2371 and provides guidance to the military departments and other Defense Agencies. CMO is comprised of six divisions: Advanced Tactical, Innovation, Prototypes, Sciences, Technology, and Services. Policy, E-Business, and Closeout support is centrally provided under this requirement to all six divisions. Services contracting support is provided to the entire Agency through the CMO Services Division.

1. On-Site Program Manager – The contractor shall:

a. Perform administrative duties regarding DARPA contractor on-boarding and checkout procedures. This function is not expected to be a full-time position and may be performed in conjunction with other duties as assigned.

2. Services Contracting (Contract Specialist) – The contractor shall:

a. Interface with the DARPA support and technical offices to develop acquisition strategy and requirements documents (e.g., Statement of Objectives (SOOs), Statements of Work (SOWs), and Performance Work Statements (PWSs)) for specialized knowledgebased services, and occasionally supplies, in support of DARPA’s mission.

b. Provide contracting support and assistance to the Contracting Officers responsible for the Acquisition of Services to ensure compliance with Federal statutes, the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and DoD and Agency policies.

c. Assist the Contracting, Agreements, and Grants Officers in the organization, management, and administration of service contracts, assistance instruments, other transactions, task orders, delivery orders, and other contractual documents and projects as required.

d. Research problems on a wide variety of contractual issues and draft appropriate correspondence for internal and external distribution.

e. Assist with posting of synopses and award announcements on the Governmentwide point of entry.

f. Assist throughout the acquisition lifecycle to ensure appropriate planning, reviews, documentation, approvals, metrics, monitoring, and reporting are completed.

g. Assist on procurement cost and/or pricing issues and assist with development of Independent Government Cost Estimates (IGCEs).

h. Assist with Market Research to include Requests for Information (RFIs) and Sources Sought Notices (SSNs).

i. Assist in the development of Requests for Proposals (RFPs), Requests for Quotations (RFQs), Source Selection Plans, and Acquisition Plans.

j. Assist prior to, during, and after negotiations with analysis, data collection, and drafting records of negotiation.

k. Draft documents in support of the Contracting Officer to complete their price and cost analysis to include performing detailed analyses of all elements of cost in proposals.

l. Assist with the preparation of necessary modifications and supporting documentation for incremental funding, option exercises, period of performance extensions, incorporation of change orders, increases in scope, specification changes, clarification of contract clauses, or other applicable reasons.
