The Defense Logistics Agency (DLA) is seeking Enterprise Robotic Process Automation (RPA) services support. Currently, the RPA platform is supporting ~ one-hundred-sixty (160) active automations in Production and Staging environments.  Additionally, there are multiple in process automations in varying design, build, or test use cases.  There is also a backlog of several pending and not started use cases. DLA RPA currently utilizes UiPath software and products such as Studio, Orchestrator, Task Capture, Software Robots (bots), etc. in combination with multiple DLA Enterprise infrastructure components.

Specifically, the intent of this RFI is market research on various RPA Information Technology (IT) service providers able to support program tasks such as project management, capability support, technical services, automation delivery support, cybersecurity support such as Risk Management Framework (RMF), audit readiness, and if required, future transition support.

DLA currently has multiple Stage and Production servers (virtual machines) hosted in the cloud (Azure) that are performing thousands of transactions on a 24/7 365-day cycle with complex unattended automations for multiple stakeholder groups within the Enterprise such as DLA Aviation, DLA Land & Maritime, DLA Disposition, and J codes including J3, J6, J7, J8, etc.  Each stakeholder group has specific missions, functions, and lines of effort the DLA RPA program and RPA platform support.  Services must be tailored to mission and add value to these stakeholder groups missions, functions, and business processes which ultimately improve the support to Warfighters and other DLA mission partners throughout DoD, Federal agencies, the North Atlantic Treaty Organizations (NATO), and other Government entities.

Currently, there are multiple development teams supporting efforts throughout the program performing tasks such as:

  • Collaboration with Process Owners, Managers, and Subject Matter Experts to accurately document, analyze, refine, and confirm specific requirements for creation of the automation that supports process owner goals
  • Conducting information briefings and ideation workshops gathering new use case candidates
  • Collaboration with Process Owners and the RPA Steering Committee to continuously manage and prioritize requirements within the Hybrid Agile methodology framework and IAW the RPA Steering Committee Charter
  • Provide traceability of all Process Owner requirements
  • Support the translation of Process Owner requirements into executable Technical Design Documents (TDD) and RPA test plans ensuring new and/or enhanced automations can be executed as described by the Process Owner
  • Adherence to 508 standards and rules for all application capabilities developed
  • Development sprint/build activities
  • Unit testing of data feeds
