Census Bureau RFI: 2030 Decennial Schedule System

The Decennial Census Management Division (DCMD) plans, coordinates, and administers all project and schedule management activities needed to facilitate the Census Bureau’s Decennial programs throughout the United States and its territories. The DCMD Scheduling Branch (SB) is tasked with developing and maintaining a complete and fully integrated 2030 Census IMS that will consist of 100+ individual project/system/operation schedules that span the decennial period of early planning and initial testing through closeout (2022-2033).

The USCB requires contractor support for development, maintenance, and implementation of the Decennial Directorate Scheduling System.  The 2030 Census IMS will be the primary database supporting the 2030 Decennial Census used to accomplish this goal. The system is developed and maintained by the DCMD SB, utilizing Oracle Primavera and Microsoft Project as the scheduling tools.

The complete and fully integrated 2030 Census IMS must adhere to best scheduling practices as established by Government Accountability Office (GAO) and Office of Inspector General (OIG), utilizing fully developed process documentation, maintain a complete and well-documented enterprise project structure, and allow management the ability to effectively manage their operations and systems. Additionally, the DCMD SB is tasked with maintaining resource loaded schedules and scheduling support that adhere to the USCB’s time collection effort using the Enterprise Project Management Tool (EPMT) Microsoft Project Server for all Divisions within the Decennial Directorate.

The purpose of this requirement is to receive the following:

  • Support and maintenance of the 2030 Census IMS, described above,
  • Closeout and archive 2030 Census IMS data as directed by the USCB,
  • Document Lessons Learned and suggested improvements for future decennial program/project schedules,
  • Assist with the development of the 2040 schedule architecture,
  • Enhancements to the Decennial Directorate Schedule Management System and 2030 Census Project Schedules, to allow for greater efficiency of automated processing,
  • Enhancements to the Decennial Directorate Schedule Management System and 2030 Census Project Schedules, to allow for improved data exchange with external partners,
  • Enhancements to improve data quality of the Decennial Directorate Schedule Management System and 2030 Census Project Schedules,
  • Implementation of more cost-effective processes for updating the 2030 Census IMS and continuing to keep the schedules current,
  • A full range of Schedule Management services in support of the 2030 Census IMS Schedules, Schedule Management Support Services for all Decennial Directorate Divisions and other Decennial Directorate initiatives as directed by the USCB, and
  • Research, innovate and adapt newest schedule management best practices, technologies, and trends in the industry as directed by the USCB.
