Task Area 1 (TA1) addresses two (2) major specializations – Architecture and Design, and Applications Development. This TA focuses on architecture and design services as well as development of applications and systems, using various technologies. Full Stack development support efforts will utilize middleware, Machine Learning/Artificial Intelligence (ML/AI) Cloud Services, DevOps, Infrastructure, and Server Administration. Also, development, operations, and maintenance support efforts will build and design applications within EAD (ei. CIDR, GMAF, EIS Maintained Applications, R3, SAT, etc). Lastly, the Customization for SharePoint Applications effort will use SharePoint to convert custom tools into the MS Power app environment based on requirements provided by internal and external clients. The Contractor shall support Architecture and Design, New and Scalable Applications Development, and Document Management Applications as follows: · Provide Architecture, Design, Infrastructure, Administration, and Full-Stack development Support to fully manage services, and web applications · Design, configure, implement, optimize, and modernize Machine Learning (ML)/Artificial Intelligence (AI) Cloud Services, Applications, Databases, and User Interfaces by applying ML/AI models, algorithms, techniques, and web scraping to enhance applications, systems, and processes across the ECON applications and systems within the IT infrastructure…
Task 2: IT Management Support: Task Area 2 (TA2) includes one (1) major specialization – IT Management. This TA focuses on IT Management services, which involves technical writing and Agile coaching. This TA will require Subject Matter Experts (SMEs) to provide SDLC support for a consolidation of various teams within ECON-EAD that have a need for SDLC support and technical writing. These support efforts will utilize SMEs for process initiatives, and ECON-EAD Affinity Groups (e.g., ECON Agile Community of Excellence (ACE), ECON Architectural Review Board (ARB)) as well as focus on the application of software engineering methodologies such as Scaled Agile Framework (SAFe) for large Enterprise programs and Agile Scrum, Agile Kanban/Lean or Extreme Programming (XP) for Teams. The Contractor shall support Technical Writing, Agile Coaching, and JIRA Administration as follows: · Provide Technical writing support and subject matter expertise to ECON-EAD Affinity Groups (e.g., ECON ACE, ECON ARB) that will execute tasks such as process improvement initiatives, ECON Document Management System (EDMS) maintenance, and measure process performance against established metrics as well as complete all other Technical Writing task work · Perform duties as an IT Project Agile Coach and Scrum Master, while engaging with top management and organizational teams to facilitate and adopt inter-department Agilebased dialogue, integrate teams or departments using Agile best practices, build rapport with top management through collaboration, and measure transition results as well as complete all other Agile Coaching task work…
