• The Contractor shall be capable of delivering modernized test network capabilities in accordance with PM CT2 and with ATEC’s Key Performance Parameters (KPPs) and Technical Key System Attributes (KSAs) identified in the Test Capabilities Requirements Document (TCRD). The Contractor shall provide support for all technology areas supporting ATEC’s mission, including enterprise-wide and site-specific redesign, end of life network refresh, fiber modernization, and the development and deployment of modernized enterprise wireless and expeditionary networks. The Contractor shall be capable of utilizing mobile test kits that can be transported to all the Department of Defense’s (DoD) testing locations and will be able to provide network connections under various operational conditions.
• The Contractor shall be capable of providing standardized and customizable solutions to support the modernization of ATEC test networks at diverse contiguous United States (CONUS) and outside the contiguous United States (OCONUS) locations. Site locations are geographically and environmentally distinct and require advanced planning and environmental considerations. Contractors will be required to support Temporary Duty Travel (TDY) as part of the strategy for each technology deployment.
• Due to the scale and scope of the effort, the Contractor shall concurrently support and manage multiple projects to expedite delivery.
• This will be a Performance based requirement, and the Government intends on using a Cost-Plus-Award-Fee (CPAF) contract type to provide the TENM solution.
• The Contractor shall have an approved accounting, purchasing, and property management system in order to support the acquisition. The Contractor shall provide industry best practices and equipment optimization services to ensure the Army’s requirements are addressed in a …
