Army releases draft RFP for North Civil Support Training Activity (CSTA) Training Support Services

U.S. Army North (USARNORTH) Civil Support Training Activity (CSTA) is the Office of Primary Responsibility (OPR) to assist unit commanders and force providers by providing collective training and evaluation support to the Technical Support Forces (TSF) assigned/ allocated to the Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE).

The Contractor shall assist the U.S. Army North (USARNORTH) Civilian Support Training Activity (CSTA) mobile Observer Controller/Trainer (OC/T) teams in the planning, preparation and execution of CBRN training; evaluations, and validation exercises throughout the NORTHCOM Area of Responsibility (AOR) in support of the USARNORTH CSTA mission to ensure the readiness of the up to 121 Technical Support Force (TSF) units, approximately 18,000 troops, allocated to the CBRN Response Enterprise (CRE).  CSTA conducts approximately 144 pre-mission assumption training, post mission assumption sustainment training, evaluation, and validation exercise events annually nationwide including synchronization and logistical support.  These training events include CLTs, FTXs, CPXs, TTXs, S&R venue support, and evaluation of the TSF units assigned to conduct CST, MCD, R&S, US&R, and medical operations.

The contractor shall provide technical and subject matter expertise and other support required for each CBRN Response Enterprise (CRE) mission area to meet the requirements detailed in this performance work statement (PWS) and the performance objectives detailed in the Performance Requirements Summary (PRS).  The Contractor shall assist the OC/Ts in designing, planning, coordination, preparation, and execution of training for the respective mission area.  The Contractor shall assist the OC/Ts in the execution of all training and evaluations conducted by the team to include providing observer controller/trainer and evaluation support in the applicable functional area of expertise during training events.  See PWS Part 5 Specific Tasks and Technical Exhibit.
