The Maryland Air National Guard Contracting Office is issuing these sources sought synopsis as a means of conducting market research to identify parties having resources to support Industrial Control Systems Supervisory Control and Data Acquisition simulator. The capability is critical for enhancing the Maryland Air National Guard’s ability to train, exercise, and prepare cyber forces for network internal defense and cyber incident response related to industrial control systems.
ICS SCADA Scope of Work:
- The contractor shall provide an ICS / SCADA range.
- The contractor shall install and configure the ICS/SCADA systems within the designated facility, ensure network connectivity, and integration with existing training infrastructure. The contractor shall install, configure, and integrate hardware and software with existing infrastructure.
- The contractor shall create detailed training modules and scenarios that focus on both offensive and defensive operations within ICS/SCADA environments. Develop evaluation criteria and metrics for assessing the effectiveness of training exercises.
- The contractor shall conduct tests to ensure the ICS/SCADA range functions. Perform dry runs of training exercises to identify and address and resolve any issues.
- The contractor shall launch the training program and include in regular exercises for 175 COG personnel. Collect feedback from participants and make necessary adjustments to improve the training experience.
