The Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE) is requesting CAPABILITY STATEMENTS to identify capable sources that can provide the necessary resources and expertise to identify parties having an interest in and the resources to support the requirement for enhanced cost, data, and performance analysis capabilities through the leveraging of Enterprise Resource Planning (ERP) systems to provide Army senior Leaders and Commanders the information they need to make resource informed decisions which is the desired end state for cost management. The intention is to procure these services on a competitive basis.

Objectives: 1.3.1 Support resource informed decision making across the Army Enterprise by leveraging the use of DRAFT information technology as reflected in the Army ERPs to better capture, organize and use cost data. 1.3.2 Enhance analytical capabilities within DASA-CE and throughout the Army enterprise by identifying tools, techniques, and methods for measuring the effectiveness and efficiency of DASA-CE cost management goals to include recommended metrics to measure success. 1.3.3 Design and document (including the development of process procedures, presentation materials, and training programs of instruction) the Cost Management End to End process to enable the standardization of Cost Management activities throughout the Army Enterprise. 1.3.4 Design and develop artifacts that clearly describes how the Army’s Cost Management E2E process is implemented within the Army’s ERP systems. 1.3.5 Participate in system design sessions/sprints as needed to ensure the Cost Management E2E process is incorporated into the Army’s next generation ERP systems. 1.4 Scope: Contractor shall provide expertise/services specific to SAP, managerial cost accounting, and performance measurement, to aid DASA-CE, ASA(FM&C), and the Army to define, develop, document, communicate/coordinate, train, and facilitate workshops on all matters related to Cost Management End to End processes, the Cost Management Strategic Plan, Data Architecture and related integration efforts.
