EM5 is seeking information from potential sources for subject matter expert to support EM5’s ITSJAI Operations and Modernization efforts including the transformation of the ITSJAI Operations and Modernization processes to better align, IT standards and interoperability across the DoD enterprise. Enabling DoD and IC organizations to easily access IT standards, ISPs, NR-KPPs, DODAF documents, policies and guidance needed to deliver secure and interoperable capabilities.

EM5 is the lead for the DoD ITSJAI Program to develop, manage, and oversee processes to drive Information Technology (IT) standards into DoD systems; to enable information superiority and promote interoperability throughout program lifecycles; to provide infrastructure, resources, and tools necessary to publish DoD IT Standards Registry (DISR) baselines and support the IT standards and interoperability policies and processes; to identify and propose IT standards that apply across DoD; to develop and executes a clear strategy for standards management; transforms and modernizes the IT Standards operation, including the automated tools, in light of updates to law, policy, and strategic guidance; to provide the DoD Secretariat for the Joint Enterprise Standards Committee (JESC); to manage DoD relationships with Government and commercial Standards Development Organizations (SDOs); to support standards conformance enforcement as a pillar to interoperability and security.

EM5 assesses and evaluates the use of and compliance with that guidance by conducting interoperability and supportability assessments via the review of program documentation.

REQUIRED CAPABILITIES:

The Joint Assessments and Standards Management (JASM) web application includes the Interoperability Tool Suite (ITS) which provides DoD Components a web-based, collaborative workspace to develop and perform joint assessments on system packages including Information Support Plans (ISPs), Net Ready Key Performance Parameter (NR-KPP), and DoD Architecture Framework (DODAF) artifacts. The Joint Assessments and Standards Management (JASM) web application includes the DoD Information Technology Standards Registry (DISR) which provides a capability for the Joint Enterprise Standards Committee (JESC) to perform IT Standards governance and management of Change Requests (CRs), access DoD IT Standards Compliance Waiver Requests, and view Standards View (STD-V) Architectures.
