The United States Government Publishing Office (GPO) is seeking proposals to provide the Government Publishing Office (GPO) Acquisition Services Division (ASD) with the Acquisition Support Services. The services must be placed against the contract in accordance with the Material Management Acquisition Regulation (MMAR).

PURPOSE This procurement is to provide a wide range of professional acquisition and contract support services to the GPO Acquisition Services Department for the pre-award, award, and post award support to include acquisition planning, source selection, evaluations, as well as contract administration and management and closeout. The contractor shall assist with the preparation and issuance of new contracts, new purchase orders, delivery orders, task orders, IDIQs, BPAs, complex contracts, contract’s modifications and management of various contractual vehicles. GPO is looking for innovative management approach of the acquisition employees to be proposed by the contractor to meet the fast-processing speed of the procurement actions, large volume of actions under SAT, and complexity of the GPO’s procurement actions demands. This management approach shall be part of the contractor’s proposal and shall be practical, humane and implementable. GPOs AS Department is undergoing an organizational change, focused on: modernize and innovate, achieve operational excellence, and develop an enabled procurement workforce. GPO AS is looking for agile and flexible experienced contractor employees who can support and embrace this organizational change by:

• purposeful planning and timely execution of the procurement actions that are focused on business value and outcomes;
• personalized understanding of the technical units needs and mapping specific procurement experience to the technical units’ operations;
• clear and immersive communications with the technical units’ personnel and truly becoming part of the larger expanded GPO’s team;
• enable clear and insightful daily collaborations based on data driven proposed solutions and,

GPO anticipates a Firm-Fixed Price (FFP) Level of Effort (LOE) type contract consistent with the Materials Management Acquisition Regulation (MMAR) 16.207.

The Government intends to award one contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value to the Government after evaluation in accordance with the factors as set forth in this solicitation in accordance with MMAR 15. The Government also reserves the right to award more than one contract or not to award contract in response to this solicitation.
