VA Sources Sought: Artificial Intelligence Assisted Procurement Tools (AIAPT)

The Department of Veteran Affairs (VA) Office of Acquisition, Logistics, and Construction (OALC),  Office of Procurement, Acquisition, and Logistics (OPAL), Strategic Acquisition Center (SAC), Acquisition Integration Services (AIS) is conducting market research only to determine the availability of qualified vendors capable of providing a proven commercial-off-the-shelf (COTS) generative artificial intelligence (GenAI) solution capable of delivering state-of-the-art large language model (LLM) capabilities in support of acquisition and contract lifecycle management functions. The solution must provide a commercially proven base platform with an integrated suite of robust analytical tools and GenAI capabilities that may be customized to meet specific SAC requirements and use cases. Mandatory Qualifications.  The following qualifications and capabilities are mandatory requirements for any potential solution addressing the needs outlined in this notice. Respondents should assess these “Go/No-Go” requirements carefully, as solutions unable to meet these requirements will not be considered as viable options and will not receive further consideration:

  1. Solution must be based on a commercially proven COTS software platform – VA SAC is not seeking custom-developed solutions that have not yet been successfully deployed at other Federal agencies similar in size and scope to VA.
  2. Solution must possess significant out-of-the-box functionality enabling it to be deployable on day one of the project, while also supporting custom configuration within expedited timelines …

AI System Capabilities and Integration.  This category evaluates the specific AI technologies a vendor’s system uses, such as machine learning or natural language processing, and assesses how well these technologies fit the SAC’s acquisition needs. It also examines the system’s ability to integrate seamlessly with existing VA infrastructure and handle scalability as the volume of contracts grows.

  1. Specific AI Technologies: The system must employ specific AI technologies (e.g., machine learning, NLP) and apply them effectively to acquisitions.
  2. Integration with SAC Systems: The system must integrate with SAC acquisition systems, including standards such as HL7 and DICOM.
