FEMA RFQ: Continuous Improvement Division (CID) BPA

This is an unrestricted solicitation to those firms having an active GSA MAS under NAICS 541611

The Contractor shall provide continuous improvement disaster support services under the GSA FSS 874-1, Mission Oriented Business Integrated Services (MOBIS) schedule. All services provided in support of this PWS must be available under the above GSA PSS/ for a complete GSA solution. CID requires these services to be delivered in diverse contexts, locations, and settings by personnel possessing varied skills and knowledge.

The objective of this BPA is to provide CID support in providing timely and effective disaster continuous improvement support for disasters and to achieve the program objectives described herein. This PWS discusses the organization’s mission and objectives and establishes the work areas necessary to support the Division’s mission.

Specific work will be defined in Call Orders. The goals of the CID Continuous Improvement Support are to:

  • Support the Agency’s fulfillment of the PKEMRA requirement to ensure disaster operations are analyzed, information is captured, and long-term analysis can occur through support to CIP’s readiness and disaster operations support.
  • Create a broader culture of continuous improvement within the Agency by providing resources to field, Regional, and headquarters leaders to assess and implement projects on disasters that lead to greater efficiency and effectiveness in program delivery to survivors and jurisdictions.
  • Continue the transition of the CIP to real-time identification and solutions to problems experienced in operations, and inform the Agency’s priorities for preparedness, readiness, and future disaster operations.
