This project involves work to leverage a commercial off the shelf (COTS) software to support, in partnership with a foreign government, an effective CMS that tracks the lifecycle of an immigration case from encounter to final disposition. This work includes deployment, integration, and sustainment of a software CMS solution. It is DHS’s intent to deploy and leave-behind this solution upon achieving full operational capability. Solution functionalities must enable:
- Data Capture: The solution must provide an easy-to-use interface that enables a user to input data (e.g. biographic data) or capture data from an external source (e.g. biometric data from a biometric data collection device).
- Subject Record Management: The solution must enable a user to manage (create, read, update, delete) a subject record that contains all pertinent information about an individual migrant being tracked or managed by the system.
- Case Record Management: The solution must enable a user to manage a case record (create, read, update, delete) to track the progress of a case, from initial contact with authorities to their final disposition, such as deportation, voluntary departure, or legal status adjustment.
- Document Management: The solution must store, organize, and associate critical documents related to each case, such as application forms, notices to appear, court filings, and records of decisions by immigration judges or officials to a case.
- Scheduling: The solution must enable immigration authorities to schedule and coordinate important milestone activities, such as court hearings, interviews, and deadlines for filing documents.
