The objective of this solicitation is to establish a task order for SETA support to ORA. The successful procurement of these services will support the efficient and effective execution of a matrixed portfolio of RDT&E in support of S&T Components and Homeland Security Enterprise.

This Statement of Work outlines the labor categories required to be utilized as shared resources within ORA as well as Systems Engineering and Technical Assistance (SETA) support to S&T ORA for Portfolio Management, the IPT process, and the IR&D Coordination process. Support functions include but are not limited to: providing assistance with planning, coordination, and technical direction of activities necessary to assure disciplined work performance; coordinating and maintaining calendars, Microsoft Teams site, and SharePoint; coordinating leadership engagements and managing awareness of component needs; establishing and leading efforts to improve synchronization of efforts across the DHS enterprise, establishing metrics to capture value added from these efforts, data collection, tracking and reporting; data call management; property and records management; communications and coordination with Components, stakeholders, and S&T matrix partners; support to business and financial processes; and development of meeting minutes, highlights, reports, procedures, plans and strategies.  This Task Order will support S&T only. Any other activity, such direct support to another Component, agency or office shall require a different funding vehicle.
