Resilience assessment methodology enhancements, data and information analysis, internal reviews, and enhancements of ISD programs and capabilities, development of capabilities and analysis for CISA Regional and Headquarters personnel, and other mission partners, disaster response and recovery support, and workforce training and development support.  This support will help the DHS CISA Infrastructure Security Division (ISD) advance its program to better fulfill its mission and strategic objectives.

The scope of this SOW establishes the requirements for providing analytical and operational services to ISD in data acquisition, analysis, synthesis, workforce development, and product development. Rapid adaptation, staff reconfiguration, and a flexible approach to task management must be anticipated and planned for in order to accommodate real-world events that occur without warning.

The scope of this requirement does not include any information technology (IT) work.  Any IT work requirements will be put on other contracts for execution.

Work under this SOW may include additional technical support for the RRAP to support changing priorities due to new and updated initiatives that support the evolving CISA and ISD mission space, respectively.

Specialized Capabilities[SP1]

  • The contractor will apply specialized capabilities, expertise, and computing resources as appropriate to conduct Regional Resiliency Assessments. This includes:
    • Apply specialized, subject matter expertise in: urban/regional planning, infrastructure systems analysis, specific infrastructure sectors, climate and natural hazards science, cyberphysical systems, and systems engineering to analyze data from open sources, contractor datasets, and other sources to develop detailed models of regional critical infrastructure systems and dependencies, conduct analyses, and develop high-quality reports documenting findings, options for consideration, and additional resources to support implementation of findings to enhance resilience.
    • Apply supercomputing resources, Artificial Intelligence[SP2] /Machine Learning with human expert intervention, and specialized models and capabilities to perform specialized analyses in support of Regional Resiliency Assessments.
    • The contractor has a team of experts at the PhD or equivalent level who provide specialized expertise to conduct analyses and assessments of complex regional infrastructure systems.

The period of performance (POP) is 36 months from date of award.
