The Contractor shall provide functional consultants who are experts with IT environments associated with financial, asset, and procurement systems. Contractor personnel must have knowledge of Federal financial management processes and systems standards, regulations, and policies. This includes knowledge of DHS Financial Management Systems Standards which define the end state for DHS Component financial management systems and provide baseline requirements that must be complied with for all new financial management system implementations and upgrades. Baseline end-to-end business processes recognized and supported under DHS standards are listed below. Knowledge and support for some or all of these processes must be provided as part of the work requirements under this task order (see the Standards document for detailed definitions of each process):

  • Budget Formulation and Execution
  • Request to Procure
  • Procure to Pay
  • Reimbursable Management
  • Bill to Collect
  • Grants Management (no activity currently at CBP)
  • Acquire to Dispose
  • Record to Report
  • Business Intelligence Reporting Program management, Acquisition Management, Investment Management, and Systems Engineering Life Cycle (SELC) knowledge and experience is also required, preferably with specific knowledge of these processes as they are utilized and practiced at CBP and DHS.

The Contractor shall be responsible for maintaining and reporting accurate and current technical, administrative, and financial status of all programs and processes, personnel data, and other related activities supported as a result of this contract. Acquisition Strategy: BPA – Large Business
