The National Oceanic and Atmospheric Administration (NOAA) intends to award a single source, firm fixed price contract as authorized by FAR 13.106-1(b)(1) to Valinor Labs, LLC for programming to make modifications to NOAA’s Comprehensive Passage (COMPASS) model by way of the following tasks:

Task 1. The Comprehensive Passage (COMPASS) model produces predictions of the effects of alternative dam and reservoir operations on juvenile salmon and steelhead survival and passage through the Columbia River hydropower system. COMPASS is an essential backbone for ongoing life cycle modeling, and supports decisions about hydropower operations and salmon and steelhead management.

Task 2. Individual based modeling of fish in Whidbey Basin. The NWFSC has programmed an individual-based model (IBM) to evaluate the effects of habitat restoration in the Skagit tidal delta on individual juvenile Chinook salmon and the entire population of migrants. The IBM uses both growth and mortality to help determine individual decisions in the dynamic environment of the Skagit delta.

Valinor Labs has been involved in the project since its inception and have contributed substantially to model development and data analyses. The vendor is intimately familiar with the computer program and qualified to contribute to the project in a timely manner.
