FDA RFQ: 508 Compliance Remediation Services

The small business size standard is $25.5 in millions of dollars.

FDA intends to procure technical support to remediate highly complex documents for compliance with Section 508 of the Rehabilitation Act of 1973, as amended, to assure the content is accessible to all users.

The Contractor shall:

1. Provide remediation services for highly complex pdf, word, and/or excel documents which may be hundreds of pages, contain redactions, complex tables, images and scanned text for Section 508 compliance.
2. Be responsible for the items listed in U.S. Department of Health & Human Services’ (HHS) 508 Accessibility Checklist (https://www.hhs.gov/web/section-508/accessibilitychecklists/index.html) which also includes accessibility and usability guidelines. C. Remediate documents containing redactions.
3. Remediate documents that are images.
4. Remediate documents that are unable to apply Optical Character Recognition software.
5. The contractor shall not solely rely on automation to assist with making documents 508 compliant.
6. Make and ensure all documents are compliant with FDA’s standards. A description of the FDA’s 508 requirements can be found at the following site: https://www.fda.gov/about-fda/internet-accessibility/requirements-checklists-section508.
7. Remediate documents to ensure 508 compliance.
8. Remediate documents within the time specified by the Proect Manager (PM).
9. Certify that the documents fully pass the HHS and FDA checklists.
10. Notify the PM when a document requires the insertion of Alt text.
11. Perform final document remediation within ten (10) business days after the PM has reviewed and returned the work product to the contractor for final remediation. The process for remediation shall include:
    1. The first remediation work product.
    2. Review and corrections of the work product returned to the contractor; and,
    3. Delivery of final remediated documents(s).

The period of performance is a base year with two option years.
