FDA acquires training support services on an ad-hoc basis to support the learning needs of the FDA staff. Instructional design and eLearning services are provided on a limited basis and the Government is seeking to continue and expand these offerings. Training delivery services are provided by the Government and outside vendors. FDA currently provides training administration and delivery support. Through this Blanket Purchase Agreement (BPA), FDA seeks to augment and expand the training support services available to meet the agency’s strategic human capital goals. FDA has been utilizing the HHS Learning Management System (LMS) for approximately the past seventeen years. FDA is seeking subject matter expertise, analysis, and recommendations to efficiently utilize this platform and make informed decisions pertaining to the possible future of learning management systems. In support of strategic communication initiatives, FDA has engaged various vendors and internal Government staff on an as needed basis for individual programs and offices. Through this BPA, the FDA is seeking to create, document, and implement strategic communication strategies, plans, and processes that can be leveraged across the agency.
The purpose of this requirement is to establish a Blanket Purchase Agreement (BPA) contract with call orders under which the FDA can obtain human capital integrated support services. As a result of this BPA contract, the FDA expects to achieve the following outcomes:
- Augmented and expanded training support services in alignment with the agency’s strategic human capital goals to support the improvement of agency capabilities and strategic alignment to critical mission effectiveness
- Enhanced collaborative communities to support and enable effective organizational development and redevelopment goals
- Applicable and useful recommendations that supports the efficient use of the Learning Management System platform

The scope of this BPA contract includes providing the technical and professional support services necessary to achieve the objectives presented in the Purpose and Objectives section. The individual call orders will be issued under this contract to procure contractor services support for the following functional task areas:
