The latest word out of DHS is that a spring RFP is expected for the recompete of this 5-year Transportation Security Administration task order to provide integration testing, Developmental Testing and Evaluation (DT&E), user acceptance testing, performance testing, and the Operational Test and Evaluation (OT&E – IV&V) activities for the Secure Flight systems and software.
The Secure Flight (SF) program directly supports a key aspect of the Department of Homeland Security’s Mission to “prevent and deter terrorist attacks and protect against and respond to threats and hazards of the Nation while encouraging and demanding adherence to the letter and spirit of laws promoting privacy.”
A focus for this task, which includes planning, design, development, testing, and operations, is on supporting certification that the system is operationally effective and suitable, meets operational and performance requirements.
The incumbent on this task order, which was last competed and awarded in 2019 on the VETS 2 GWAC, is 2024 Elev8 GovCon honoree Innovative Management Concepts, Inc. (IMC). Contract Details and Spend to Date can be found here (70T02019F6AOIA129).
The next iteration of this task is expected to be competed on VETS 2 as a small business set-aside action in mid to late May. Of note is that, according to the latest VETS 2 Prime contractor list, IMC is listed as other than small. One of the most successful VETS 2 Primes to date by any measure, IMC, who has won several dozen task orders on this GWAC, will remain one of the most coveted potential partners for any firm trying to understand the winning recipe.
