The U.S. Department of Veterans Affairs (VA) has selected JJR Solutions and its subcontractor Matrix Design Group for a one-year contract to develop a specific Program Management Office (PMO) for their Office of Construction and Facilities Management (CFM).

As CFM’s website explains, CFM is “responsible for the planning, design, and construction of all major construction projects greater than $20 million” for VA. JJR and Matrix Design Group will assist CFM in developing CFM’s first-ever Enterprise Procurement and Innovation in Construction (EPIC) PMO in support of these projects.

As JJR Program Manager Erik Booker explained, “Our objective is to help the new EPIC PMO apply innovative approaches to how CFM manages construction contract execution, enabling them to adopt alternative delivery methods, such as design-build. Through our Human-Centered Design (HCD) approach, we plan to work with the VA to create a PMO that will ultimately better equip CFM to deliver excellent facilities for Veterans.”

The contract began on October 27, 2023, with Team JJR members providing support from Arizona, Massachusetts, Montana, Ohio, and the National Capital Region.

The team will leverage JJR’s Magnify© methodology, which blends HCD and Total Experience (TX) into a design process that keeps end users as the focus and helps them adapt to new processes and systems smoothly. JJR’s Organizational Change Management (OCM) efforts will aid CFM in adapting to the new project approaches.
