The Contractor shall perform IV&V and Transition Support services in support of Human Capital Services Center (HCSC) Talent Development Solutions (TDS) directorate efforts to implement and maintain the VA ELMS solution in accordance with the tasks under this PWS. The Contractor shall deliver an IV&V plan based on the PWS requirements. The VA ELMS IV&V Plan should be treated as a living document, periodically being revised by the Government as knowledge accumulates about the characteristics of the solution, the software, and the problem areas in the solution or the lifecycle methodology adopted by the VA ELMS solution.
Transition Support shall support TDS directorate’s efforts to deploy and maintain ELMS through multiple upgrades and capability updates. These activities include planning, requirements management, solution configuration, solution testing, and learning management. The tasks/requirements have been authored to secure the support necessary to support the solution today and to ensure any efforts to introduce new capabilities are successful.
The Contractor shall support this initiative with individuals possessing the necessary technical acumen, analytical clarity, and professional experience sufficient to ensure success of the effort. Focus for this effort shall include but not limited to the following:
- Training Materials
- Training Delivery
- Development and maintenance of a complete toolkit of procedures, guides, and artifacts in support of the VA team deploying ELMS upgrade; and
- Support of VA stakeholders and ELMS solution administrators. The Contractor’s IV&V team and TDS will work collaboratively and be collectively known as the ELMS IV&V Team.
The period of performance shall be a twelve (12)-month Base Period, with four (4), twelve (12)-month Option Periods and one optional task to be exercised at the Government’s discretion.
