VA RFQ: NCA Digital Services Content Support

The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), Office of Engagement and Memorial Innovations, Digital Services uses internet and intranet sites to educate the public about memorial products and services designed to honor the service and sacrifice of our Nation’s Veterans. NCA provides access to online applications, tools, and services that assist Veterans, families, Next of Kin, survivors, and other stakeholders, such as funeral homes. The NCA internet also serves as a tool to drive traffic to the Veteran Legacy Memorial website, an interactive online memorialization website with profile pages for nearly 10 million Veterans.

The NCA internet website houses historical materials and presents an opportunity for researchers, amateurs, students, and other professionals to learn more about our nation’s heroes, as well as find and use educational information about Veterans and national cemeteries. In addition, the NCA website provides access to grant applications and information through the Veteran Legacy Grant Program and the Veteran Cemetery Grant Program for State, Tribal and Territory cemeteries.

The Contractor shall develop, implement, and maintain new and existing web functionality and content for NCA Websites and web applications. For this PWS, NCA Websites includes both Internet and Intranet. The Contractor shall implement new features and design elements for the VA website (https://www.va.gov/), National Cemetery Administration (www.cem.va.gov), NCA Intranet (vaww.nca.va.gov), and NCA mobile site (https://m.va.gov/) to meet NCA outreach and marketing needs. The Contractor shall coordinate new features and design elements that drive traffic to the Veteran Legacy Memorial Website (https://vlm.cem.va.gov/).

The Contractor shall coordinate with the COR to promote digital memorialization innovations on NCA’s websites. The Contractor shall ensure that Outreach and Marketing campaigns are highlighted (e.g., Veterans Day, Memorial Day, NCA historic and partnership events, etc.) within NCA websites. The Contractor shall complete up to 75 new or existing web content support efforts monthly.

The Contractor shall conduct an analysis of digital media products for NCA websites. The Contractor shall provide a Digital Media Products Analysis Report to include the analysis results and recommendations for NCA websites and web applications. The Contractor shall provide ad hoc best practice recommendations (not part of the analysis result) to the COR to enable website policy and direction planning.
