The intended acquisition strategy for this requirement is a set-aside for Service-Disable Veteran-Owned Small Business Prime Contractors on Transformation Twenty-One Total Technology Next Generation (T4NG). A notice with final acquisition strategy for interested parties will be published later.

The Contractor shall perform the following:

The Contractor shall deliver a Contractor Project Management Plan (CPMP) that lays out the Contractor’s approach, timeline and tools to be used in execution of this TO effort.  The CPMP should take the form of both a narrative and graphic format that displays the schedule, milestones, risks and resource support.  The CPMP shall also include how the Contractor shall coordinate and execute planned, routine, and ad hoc data collection reporting requests as identified within the PWS.  The initial baseline CPMP shall be concurred upon and updated in accordance with Section B Price Schedule of the TO. The Contractor shall update and maintain the VA Program Manager (PM) approved CPMP throughout the PoP. The Contractor shall provide as part of the CPMP the Transition Plan that shall be used during the Optional Task for Transition Support.

Website and Social Media Support.  The Contractor shall provide two Full Time Employee (FTE) resources located in the Metro Washington, DC area to perform the services below.

The Contractor shall perform sustainment of online and web-based applications and websites used by VHA and migration support for websites, including transitional and migration support for these web-based applications and websites from legacy content management platforms to newer content management platforms. Sustainment shall include troubleshooting of any issues with the website/applications and resolution of them including design/coding, mockups, testing unique to the issue, bug, or defect being addressed, to ensure functionality, or pushing a file to production, reviewing website/application fixes to ensure they are correct, content management, documentation, training, and assistance in addressing Section 508 accessibility defects for VHA’s web-based applications and websites.

The Contractor shall collaborate with other VA IT organizations (i.e. VHA Digital Media office, OI&T Enterprise Web Infrastructure Support {EWIS} office, OI&T Enterprise Applications Support {EAS} Enterprise Content Management Office, and Office of the Chief Technology Officer (OCTO)) to resolve digital media related issues only that cannot be fully resolved by OI&T, EWIS, or OCTO personnel. As such, contractor may be expected to utilize ticketing systems (Jira, ServiceNow, and similar) to manage and complete end user requests for VHA owned and operated content only. As each website content management system (TeamSite, Drupal, and WordPress) uses a different ticketing approach and issue management system, the contractor is expected to traverse these platforms for assistance resolving trouble issues, bug fixes, and coding problems, unique to each of the three content management systems in use at VA, as these incidents are reported by VHA website editors.

The Contractor shall perform these tasks utilizing industry standards in combination with VA and VHA web policy and procedures.

The Contractor shall perform and manage all tasks in compliance with CMMI Level 3 principles, and the VA EAS/EWIS Configuration Management (CM) processes, which both require utilizing a VA-approved CM tool. The period of performance shall be one 12-month base period with four 12-month option periods. There is also one 30-day optional task for transition support.
