VA RFI: Healthcare Actuarial Acquisition Support Services (HAASS)

The purpose of this request for information is to seek potential vendors with the capability to provide services to assist the Integrated External Networks (IEN) Acquisitions Directorate within the Office of Integrated Veteran Care (IVC) in support of the establishment and sustainment of awards, and subsequent modifications, for the nation’s largest Health Care delivery systems for Veterans Health Administration (VHA) and any new acquisitions, or modifications to existing contracts, in support of IVC.

This action is for non-personal services pertaining to subject matter expertise (SME) for ongoing acquisition support that affords the VA an ability to provide health care to our nation’s veterans.

The contractor shall provide services to assist the Integrated External Networks (IEN) Acquisitions Directorate within the Office of Integrated Veteran Care (IVC) in the support of establishment and sustainment of awards and subsequent modifications to the nation’s largest Health Care delivery systems for Veterans Health Administration (VHA) contract and any new acquisitions or modifications to existing contracts in support of Integrated Veteran Care contracts. This includes:

• Provide input for recommendations, and white papers regarding acquisition planning and strategy, work statements and attachments, source selection, and cost models.
• Technical analysis of health care financing and delivery requirements associated with the acquisition, implementation, operation of TRICARE, Medicare, and other health programs/agencies.
• Evaluation analysis of various programs/initiatives in support of IVC procurement projects.
• Development of Independent Cost Estimates and Rough Order of Magnitude (ROM) documents for Request for Proposals (RFP) and other programs, projects, and initiatives
• Development of Cost Models for RFPs and other programs, projects, and initiatives.
• Financial analysis and support for budget formulation.
• Acquisition related Education/training of IVC stakeholders.
• Healthcare Actuarial and Cost Modeling training for IVC Cost team.
• Acquisition support to IVC for source selection and post-award documentation activities
• Facilitate, participate, and assist IVC in source selection and evaluation activities. (Contractor employees shall not be voting members or decision-making members on the source selection evaluation team(s))
• Provide post-award advice, guidance, and recommendations for the awarded IVC contracts.
• Support required briefings or meetings with requested documentation, advice, and counsel.
